This paper examines the efficiency of police as provided by Unione di Comuni (UdC). By DEA techniques, it emerges that Comuni in UdC experience higher scale efficiency compared to Comuni not associated while their overall technical efficiency is lower. A simulation of the merge hypothesis suggests that the UdCs have encountered difficulties to harmonize the production technology of the associated Comuni. They probably fail to organize the global resources accruing from intercommunality in the most efficient manner.
