This essay examines the development of the Italian aircraft industry since the Italian-Turkish war up until its consolidation in the First World War, analyzing both the causes for the technical and military lag of the aviation at the outbreak of the latter conflict, and the special circumstances that would soon lead to the remarkable production of some 12,000 aircraft - an impressive leap forward mainly due to the growing emancipation from the international constraints of the peace times. The relationship between the public purchaser and the newly-born aircraft industry is the key issue of this critical examination, which brings to light the manifold obstacles the country had to overcome in order to set up a reasonably efficient air force, while meeting the expectations of the industrialists. Illuminating under this respect the often neglected parliamentary inquiry into war spending, full of valuable data and documents for the history of military industry in the Great War.
