La storia non lascia dubbi. Ciò che non si governa (che si rifiuta di governare) con l’inclusione non può che essere gestito con il suo opposto, cioè con l’esclusione. È l’eterna storia della povertà, che la Costituzione del 1948 voleva eliminare e che la politica di questo inizio di millennio cerca semplicemente di nascondere (anche in modo brutale).
