L'interpretazione della riforma di TPL a Genova: tra la creazione di una bad company e l'efficentamento del sistema

This work tries to understand which are the effects of the reform on Local Public Transport (that took place after the 422/1997 law and its successive modifications) in the city of Genoa and in particular, which have been the criticalities and positive effects of this path in the perspective, if possible, of the transformation of the functioning of one single urban reality embedded in a reflection of the reform activities of other urban realities. The important moments of the choices made by the Public Administration are identified through an analysis of the normative and of the balance sheets in order to try to understand what have been the consequences of such choices from the efficiency point of view (in terms of a higher fiscal sustainability) and of the efficacy (from the point of view of an improvement of the quality of the offered services and an enhancement of the demand). Without the pretention of synthesising with positive or negative judgements such complex operation, the paper identifies what have been the unattended aspects and also some of the positive effects.
