The theme of Strategic Environmental Assessment (SEA) is very timely in the context of political debate and among professionals, both nationally, European and international level: we are facing a multidimensional concept, which is often mistakenly considered an administrative phase. The article presents the results obtained from application of an inno- vative system in the SEA procedure for evaluating potential impacts of a forest plan of a north province. The proposed system provides the characterization of emissive components and analyzing specific and cumulative impacts resulting from the simultaneous Plan action on vulnerability elements. In this way the procedure becomes the SEA process for the implementation of territorial rational policies.
