National Prevention Plan (NPP), adopted with the State-Regional Government Agreement of 29 April 2010, is an innovative experience for contents (wide range of objectives in the fields of health promotion, primary, secondary and tertiary prevention), methodology (a common logical framework for planning and evaluation) and governance (according with the WHO-European Region Tallin-Charter stewardship approach). Main health objectives, specific regional goals and intervention, action that Ministry of health is in charge of carrying out in order to support regional preventive programs (called Central Action) are stated in the Plan, helping to define and reconsider institutional roles in the scenario of devolution. In this context, evaluation should provide evidence for action and policy, driving all the process. Matching the subfunctions of stewardship, many activities are carrying out, at central and regional level, both for promoting cultural growth and capacity building and for producing information useful to select priorities, monitor programs realization, evaluate programs effectiveness. The challenge we have to tackle and what is needed for an evolving system is an integrated and "health impact of prevention measuring" oriented approach. For doing this, according to the stewardship role of "ensuring a fit between policy objectives and organizational structure and culture", a specific Central Action is going on, aimed to define, through a State Government Agreement, and to implement information and surveillance systems of strategic importance for prevention.
