The debate on metropolitan areas in Italy started about 40 years ago. However it acquired strategic importance in the early 1990s, with respect both to the problem of economic competitivess of urban areas and to the problem of sizing the provision of urban services. Several legislative instruments were not effective. The metropolitan issue remains today a basic element in the economic and political agenda regarding the future development path of Venice as well as of Central Veneto areas. In this perspective, the recent provisions by Italian Government can open a fresh window of new opportunities. The process of institutional re-design has however to go side-by-side with new forms of urban governance, capable of promoting the active involvement of economic sectors.
