The paper discusses the changes in welfare and active labour market policies, focusing in particular on “jobseeker’s agreement” (JSC). Contracts with job-seeking clients are practised in many countries and even so in Italy. With the rapidly spreading use of contracting in employment services, a great number of legal question emerge. Jobseeker’s agreement is a real contract? What link exists between the jobseeker’s agreement on the one hand and the unemployment benefits on the other? The conclusion is that in Italy the welfare and active labour market policies have become more conditional with respect to the past but the JSC remain a top-down instrument containing mostly obligations and guaranteeing no rights for the jobseeker.
