Participating as migrants or as citizens? The social and political involvement of European movers in Italy, France, Spain and Greece

In the global population of migrants, European citizens living abroad within the EU enjoy an exceptional legal status, as they are entitled to the same right as national of the receiving state, with the only exception of voting at general elections. Do EU movers settled in Southern Europe behave politically as citizens or as migrants? Drawing on a recent survey on the political involvement of EU movers, in both conventional and non conventional participation, the article compares the paths of activation of western Europeans (British and Germans), most of them "life-style movers", and eastern Europeans (Poles and Romanians), most of them fitting in a more traditional labour migrant experience. We analyse the role of co-national organizations in promoting their social and political integration, with a focus on the role of women within formal and informal networks. The feminization of mobility is a feature of the Mediterranean model of migration, due to the characteristics of the labour market and to cross-national marriages. Women turn out to be also over-represented among the politically and socially most active movers in their countries of residence and in the making of transnational networks.
