With the approval of the Italian Government in 2010 of the Directive of the President of the Council of Ministers on the Small Business Act (SBA), implementing the Communication of the European Commission "Think Small First" in 2008, a process - that has put at the center of reflection on the growth policies, the role of micro, small and medium enterprises - has begun to start. The symbolic name of an "Act" given to SBA stresses the need to activate a framework of actions for firms, based on the "ten guiding principles" for the formulation and implementation of policies both at EU level and in the individual Member members. With the SBA, beside "industrial policy" closer to the needs of medium - great enterprises (MGE), a "new productive policy" has been produced referring more specifically to micro and small enterprises (MSE), which are formed by companies operating in tertiary, craft and manufacturing sectors. In this scenario, addressing the problem of the limited size of firms appears to be a prerequisite for any other policy initiative and its overcoming is a fundamental precondition for the development of our enterprises. In this article we analyze these problems paying a particular attention to a new instrument such as the contract network, which can represent a relevant "answer" to the current economic crisis. .
