A national programme launched in 2004 by the Italian Ministry of Infrastructure has provided Southern municipalities financial incentives to carry out strategic plans in order to better address the future development of their urban areas. According to this still-ongoing process, the present article has two aims: first to describe the different governance models adopted by the Regions and, through these patterns, to understand the contribution of the strategic planning process to the regional development policy; secondly, to discuss some conditions of effectiveness for the future implementation of the plans in problematic contexts such as the Italian southern cities.
