The aim of this paper is to analyze in a critical perspective the prison policies pursued by the Italian governments since the proclamation of the Republic. The thesis is that these policies are characterized by a constant neglect, that has been shaken only in the seventies and because of the action of the Radical Party or of single isolated personalities like Mario Gozzini. The paper will try to demonstrate this thesis through its analysis, posing and solving a basic question: is this neglect due to a lack of money or to a lack of trust in the possibility of rehabilitation of prisoners?
