Over the last few years both the scientific debate and the European innovation policies have increasingly pointed to the key role of collaborative relationships between private and public actors (including the end users of urban services) for the effective implementation of "smart" development strategies. However, further theoretical and empirical research is still needed for a more comprehensive understanding of the nature of collaborative relationships oriented at the development of new "smart" services and the factors influencing their establishment and effective development. Bridging together three different and complementary research streams, namely innovation in smart cities, open innovation and innovation in services, the paper contributes to filling a relevant research gap in the innovation literature through the elaboration of a conceptual framework which identifies the drivers, structures, dynamics and innovation outcomes realized in smart-oriented innovation networks as well as the crucial factors for their initiation and successful performance. Relying on that framework, an explorative case study analysis is then carried on of two successful European smart cities projects developed through public-private collaborative innovation networks and aimed at the development of new urban services in the smart cities of Amsterdam and Syracuse. The empirical results offer new insights about the nature of public-private innovation networks in the context of smart cities and provide some guidelines for the effective implementation of smart cities strategies that are based on the set-up and governance of collaborative relationships between public and private actors and are oriented at the development of new smart cities services.
