Laws and policies relevant to Italian mountain areas have existed for more than a century. Some policies concentrated on specific subject matters (forests, waters), mainly in function of the growth of the hydroelectric industry. Some other policies, although devoted to the development and welfare of mountain areas, were very weak and poor in resources. The overall body of laws and policies which have been passed so far in any case appear forced and unfit, because of their uniformity, which can’t take into account the different areas, and of their centralistic approach. Now the recent disappearing of policies for the mountain areas, due to the current economic crisis, definitely shows the need to take a new path. This should be done giving priority to the specific inclinations of the very different Italian mountain areas and giving "voice" to the communities living in those areas. The contents of the European Landscape Convention can be useful in this regard.
