In this article the author reconstructs the evolution of the relationship between web and civil society, to support that, since the nineties of last century, wile flourished the debate on electronic democracy, the botton-up civic networks, the end of the mass communication, citizen journalism, a bit ‘on the sly citizens of Western democracies has seen relegated to the user or, by virtue of the recent process of corporatization of the public sector in Europe, to the role of factual customer. Interventions survey of customer satisfaction can produce greater public trust in public institutions, provided that it is supported in the expression of its digital voice by schools, universities, or training next preferably public. Otherwise, the choice of the exit will prevail and will be formalized in a shelter, especially by younger, recreational and social dimension in the network, or in forms of "digital Luddites" by those who feel marginalized by age digital technology.
