In Italy the multicultural dimension is grafted on the inadequacy of the "modernists" planning in meeting the demand of the city. Starting by the definition of "permanent slums" by Jane Jacobs characterized, frequently, by inadequate interactions between original inhabitants and newcomers, the case study of Rione Traiano in Naples has been developed in order to understand the process of social inclusion regarding migrants and nomads communities.
Keywords: Migrants, nomads, social housing, densification, diffuse interest.
