Starting from the nineties, the neapolitan public administration has been invested by processes of reorganization and outsourcing concerning low and higher qualification. The main sector in which focused stable occupation in city becomes so an indirect activation of precariousness. We begin by describing the paths especially followed by young people with high levels of education and professionalism. These people for remuneration, length of working hours, deferral of payments, contractual gaps and general uncertainties do not seem to be preserved most of the others from the effects of the crisis. They are affected by the same consequences experienced by their less educated peers, and that - because of deskilling and poor prospects - we are led to consider most at risk of falling into the trap of insecurity. In the light of what emerges from the analysis of the experiences of a group of workers with high qualification, with significant experience working in and for the public administration in Naples, their conditions are very difficult.
