Saint-Etienne, a typical case of French shrinking city, is charactertized by a continuing economic and demographic decline as well as an overrepresentation of ethnic minorities within the city limits. Since the 2000s, the city has been undergoing significant changes as part of an urban renewal effort explicitely turned towards the restoration of its residential attractivity. Facing multiple hurdles in attracting "desirable" households, local actors are forced to alter their policy of social mix in a twofold way: first, by maintaining longstanding middle-class households in the city and second, by integrating at a small scale inhabitants previously excluded from these urban renewal operations.
