Questo articolo analizza le basi informative del giudizio (IBJ) del sistema di istruzione e formazione professionale in Spagna. Utilizzando l’approccio delle capacita (CA) come framework teorico per la valutazione della formazione professionale, il saggio utilizza un resoconto storico per spostare la discussione relativa agli obiettivi del sistema di istruzione e formazione professionale dal livello economico a quello sociale e della persona, che pongono al centro la dimensione dialogica. I principi fondamentali della democrazia deliberativa, che sono parte fondante di una IBJ orientata alle capacita, offrono uno spazio esplorativo che consente di criticare ma anche di mettere in luce le potenzialita delle riforme sulla formazione professionale. Il lavoro e strutturato come segue: in primo luogo, vengono analizzati il contenuto e le caratteristiche delle riforme che si sono susseguite nel campo della formazione professionale; successivamente l’articolo si concentra sul periodo di formazione in azienda come un’importante svolta della formazione professionale e come passo verso il sistema duale. Infine, la seconda sezione discute delle basi informative di giudizio che consentono di evidenziare la mancanza di democrazia nella progettazione e realizzazione delle riforme in campo educativo, per poi concludere riassumendo i punti principali.
