The essay reflects on a process of making knowledge in support of local policies to promote access and educational success and school-to-work transition. The arguments refer to capabilities approach (CA), mentioned in the first part of the work. In the second part the Autor explores a programme of research on nonattendance school and to school-to-work transition, developed by Observatory on education in the district of Bologna applying a longitudinal analysis to personal data to follow individuals over extended period of school life and school-to-work transition. The issue concerns about how much long term analysis might be important from the perspective of capabilities to plan welfare outcomes.
