The aim of this article is to discuss the relationship between formal citizenship and substantial citizenship, starting from a case study concerning housing policies for an ethnic minority, the Sinti, whose members all hold Italian citizenship, but do not enjoy the fullness of the rights that go with it. After illustrating how the increase in ethnic and cultural diversity in Western societies has a critical fallout effect on the modern idea of citizenship, the article investigates the historical roots of the ‘otherness’ of Romany populations that is perceived in cultural terms, illustrating how this translates into policies that discriminate against them. The article then looks at the initiative undertaken by the city of Venice to establish a ‘village’ for the Sinti, which suggests the existence of a ‘third way’ between assimilation and exclusion, highlighting its strong points and questioning its real ability to provide an effective response to the housing needs expressed by members of the ethnic minority.
