The urban dispersion observed in the L’Aquila area after the earthquake of 2009, was often attributed to a deregulation due to the state of emergency. However, looking back at the tools that were supposed to manage urban processes from the 50es to today, the results the authors obtained intend to demonstrate that the recent urban configuration is the extreme consequence of weak planning. In the following paper, this thesis will be verified by using indices and analytical data.
