In the post-industrial city conflict moves from being a "contradiction between classes" to a "contradiction inside the class". Sometimes described as a "war among the poor" the conflict involves natives and immigrants competing for access to housing, welfare services and common space in the same suburban neighbourhood. A deliberative experiment - the "citizens’ jury" - in Rome’s suburb of Tor Sapienza shows that expressing one’s needs and opinions together with listening to others can contribute to a more unbiased approach to problems and to a nonviolent conflict management.
