The paper highlights the cultural changes and the national and European legislation which has led to view nursery schools not only as promotion of gender related equal opportunities and reconciliation between work and care time, but mainly as the expression of the right of the child to receive adequate care and education. Nursery school is therefore seen as the first social experience outside the family context, as the agency which promotes inclusion in an educational environment which appreciates cultural identities and diversities, in the fight against early school drop out, income and educational inequalities, and therefore as preven-tion against future poverty. The paper presents the situation of the socio-educational services in Italy and their devel-opment perspective in view of their inclusion within the integrated education and training system for all children from 0 to 6 years of age, with Law 107/2015.
