Italian regions must ensure essential healthcare levels and meet the requirements of the new hospital network the Ministry of Health has planned. While the health organization develops new models, funding available for personnel is constrained by a 2004 limit designed to reduce health expenditures that is no longer suitable. This limit refers to an outdated organizational model and does not consider the changes in the National Health Service over the past 15 years. For these reasons, the authors suggest two proposals to overcome the current limit and address the critical problems it has produced through the creation of a more flexible method to control expenditures that is able to meet local health authorities’ real needs.
