Since the 1990s, subsidized housing has been the subject of an irresponsible negligence by public policies. In respect of a patrimony eroded by alienation processes, the lack of economic resources aimed at increasing and renovating the existing estate has been almost total. The season of ‘complex programs’ proved to be a missed opportunity, marked by limited attention to the recovery of the public housing stock. Today the effects of the most recent law no. 80/2014 appear not less limited: although dedicated to the re-assignment of public housing in need of maintenance, its implementation suffers from the discontinuity in economic funds and in their transfer from the regions to the municipalities. In this scenario, the alternative of social housing is at least doubtful, and in any case not very influential in the construction of new perspectives for the recovery of the public housing estate.
