This paper outlines the response of international organizations to the COVID-19 pandemic, notably from a legal viewpoint and with special regard to tourism. In particular, it assesses the actions carried out by the WHO and the relevance of the International Health Regulations, the role of the United Nations vis-a-vis the emergency and it underlines the particular importance of the functions carried out by the World Tourism Organization in coordinating the global response to the crisis in the tourism sector. In the second part of the paper, the issue of the international responsibility of China for alleged violations of principles and norms of international law is discussed, focusing on the civil actions against China pending before the domestic courts of some States.
