The environment/health relationship, climate change and epidemics suggest a proposal tax legislation useful for the protection of the environment and boating. The hybrid conversion of boats is compatible with the notion of public expenditure ex art. 53 Const. and is coherent with the European State aid system ex art. 107 TFEU.
