The essay tries to critically observe the circulation of knowledge in the specific field of urban and regional planning practices. The question posed is whether it is possible to contribute to the construction of a local urban planning competence capable of acting and addressing urban issues in the Global South, without generating the usual "bad practices" of international cooperation, often seduced by turnkey solutions and strongly conditioned by the "aid industry".

Keywords: international cooperation; urban planning practices; profiles; competencies; knowledge circulation.
