For the last thirty years, the parliamentary system of government in Italy has functioned with little respect for the central role that the Constitution reserves to Parliament and its legislative function. In practice, it was the government and its leader, with the support of the very President of the Republic, that assumed not only the political leadership of the state, but also full control of the parliamentary majority. The article considers some solutions, mainly centred on new electoral mechanisms, in order to revitalize Italian parliamentarianism, which has always been considered preferable to other systems of government.
Keywords: Parliament; Government; Head of the State; electoral system; institutional practice.
