Can delays in naturalization be a form of claim against a restrictive citizenship regime? The article addresses this question by exploring the life and citizenship trajectories of long-term Peruvian residents in Italy. Using the concept of denizen status, the analysis reconstructs how naturalization does not imply an acceptance of the inclusion model at its base and shows the multifaceted weight of the status of citizen for those who is ready to step on the threshold of citizenship. The paper contributes to the debate on how migration and the related forms of substantive citizenship expose the contradictions of regimes based on a regulatory logic and indicate possible ways of reform.
