The main theme of this essay is the declination of the principles of freedom and equality in the digital environment. By adopting a teleologically oriented reading of the Constitu-tion and observing the framework of protection and legislative development of the Eu-ropean Union, it can be deduced that there is a significant protection of digital rights and it allows to govern the acceleration that the National Recovery and Resilience Plan (NRRP) aims to impart. Indeed, the advancement of fundamental rights also passes through the digitization of Public Administration and the removal of obstacles, such as the lack of the necessary digital skills on the part of citizens.
