The most recent Eurostat and Istat data highlight the constant increase in the elderly population in Europe and, specifically, in Italy. This phenomenon will have a profound effect on the welfare system. In this context, European governance promotes the use of digital technologies, with a particular reference to ICT (Information and Communication Technologies), in social-welfare and social-health services, to provide solutions that are more targeted on the people’s needs and effective in reducing the gap between the demand and supply of assistance. The World Health Organization and the European Commission have identified ICT as tools that can increase the quality of life in contexts characterized by frailty and ageing. All this contributes to the promotion and realization of the idea of a digital community welfare. This paper problematizes the use of ICT in contexts of frailty and ageing, highlighting the potential but also the limits and risks of this perspective. The author underlines the need for the new welfare policies, characterized by the introduction of ICT in care context, to maintain the valorization of the relational dimension, made up of acts in the presence, as a priority objective, where social capital and relational goods must always be the protagonists with respect to ICT.
