This paper proposes a reflection on the connection between social innovation-driven social design and social impact evaluation (SIE). The author argues for a cognitive and learning function of SIE that can be conducted through the choice of methods, approaches and tools that can capture and enhance the innovations introduced by the programs. To this end, the construction path of the research design of the "Ri-belli" project, funded by the "Educational Poverty Alleviation Fund", is presented. The intervention is representative of the renewed system of second welfare, marked by the involvement of the private social sector in the policy making process and the desire to disseminate eval-uative practice in the social sphere.

Keywords: Social impact evaluation; social innovation; educational poverty; second welfare; Realistic evaluation; Developmental evaluation.
