The purpose of this study is to design a valid and reliable instrument that allows knowing the competences of teachers in Primary Education that are close to teaching excellence. It is based on the opinions shown by 153 teachers. In addition to the conceptual study of the subject and the biblio- graphic review, the reliability of the questionnaire was established through an analysis of internal consistency and the technical quality of each of the items determined by the discrimination index. From this analysis, an Ex- ploratory Factor Analysis is carried out to determine the dimensionality of the applied instrument. The results obtained extract a test composed of 9 fac- tors with a total of 37 items. Its application will allow to know the teaching competences and identify the training of the teaching staff in relation to the demands of a quality education.
