In the 2021-2027 programming cycle, the place-based character of the cohesion policy has been strengthened with the introduction of the new policy objective ‘Europe closer to citizens,’ implemented through territorial strategies. In Emilia-Romagna, this possibility lays on a tradition of policies aimed at countering the worsening of territorial imbalances and at addressing the different sub-regional needs and potentials, involving local authorities in the planning process. The article reads the two typologies of territorial strategies – the ‘Agende trasformative urbane per lo sviluppo sostenibile’ (atuss) and the ‘Strategie territoriali per le aree montane e interne’ (stami) – put forward by the Emilia-Romagna Region in the light of the design outlined by the European Commission.
