Increasing urbanization highlights the complexity of spatial policies in metropolitan areas, with challenges of governance and competition. The Italian Metropolitan cities, which became operational due to the ‘Delrio reform,’ have immediately faced numerous challenges. Concerning supra-local programs, they have not yet played a major role in European cohesion policy programming. An important opportunity has arisen with the Recovery and Resilience Facility. Italian Metropolitan cities have been called upon to play a more central role in the challenges defined by the NRRP. This collection of contributions aims to describe the evolution of the Italian metropolitan institution between cohesion policy and the NRRP.
