Despite their high level of institutionalisation, the Italian Metropolitan cities do not yet play a relevant role in the programming of European cohesion policy. With the Recovery and Resilience Facility, an opportunity for greater involvement in territorial development has opened. The Metropolitan cities have been called upon to play a leading role in the challenges defined by the National Recovery and Resilience Plan, through Integrated Urban Plans. This paper analyses the cases of the Metropolitan cities of Turin and Bari, comparing the approaches adopted. More specifically, it highlights how the different uses of the same instrument may derive from the different institutional relevance that the two Metropolitan cities have in their context.
