The polycentrism of the Italian settlement system and the resulting inequalities between ‘centres’ and ‘peripheries’ have long been on the European and national political agenda. The approach adopted in Italy for the mapping of inner areas with limited access to citizenship rights is based exclusively on the criterion of proximity to the poles of supply of essential services, overlooking additional conditions of fragility of territorial systems (demographic, socio-economic, environmental, infrastructural and settlement). The paper analyses the Sardinian context, characterised by widespread marginality, low population density and poor territorial accessibility, to reflect on the criteria for interpreting fragility and implementing targeted policies.
