The topic of risks, matter of fragmented national and regional regulations, is often limited to a technical disciplinary dimension, crossing territorial planning only restrictions-wise. The consequence is the shortage of effective examples of real synergies between planning strategies and risk governance in our country. One cause may be the lack of adequate knowledge bases for interdisciplinary approaches and integration within decision-making processes. This paper aims to define four guiding principles for the development of knowledge tools suitable for disaster risk reduction and examines one of the experiences in the Italian context: the analysis of the Limit Condition for Emergency.
