This article analyses the array of amendments that the Spanish legislator has introduced in the Social Security regulations for the three-year period 2021 to 2023 with the aim of improving the sustainability of the public system. The reform process has undergone a qualitative reorientation, under a renewed political-legal paradigm that seeks to combine financial and social sustainability. The unquestionable need to increase revenue through contributions is modulated by the principles of proportionality and progressiveness. The most relevant measures (guarantee of annual revaluation of pensions, progressive approximation of contributions to real wages, creation of mechanisms to ensure that those receiving higher remunerations make additional contributions, configuration of tools to promote intergenerational balance) respond to this new logic, which is much more in line with the postulates of a social and democratic rule of law State.
