Between 1861 and 1869, more than a hundred political refugees from Italy were hosted in the most important port city of the Habsburg Empire, Trieste. They were deserters and/or political and ideological opponents of the newly established Kingdom of Italy. The essay investigates how a specific category of “aliens” and a related “disciplinary space” were defined by the Habsburg imperial state through the economic issues of the assistance policies that supported this peculiar group of political refugees, for which a public fund was created ad hoc within the state treasury. As both international relations with the Kingdom of Italy and the political and economic situation within the Austrian Empire progressed, the status of these “ItAliens” was transformed from “political refugees” protected by Austrian assistance policies to individuals, who were considered “dangerous” for internal security and therefore eligible for expulsion from the lands of the Habsburg crown.
