This article defines some requirements of "processes and methods for public participation", understood as deliberative democracy instruments to support political representation system and of decision making. The context relates to policies and experiences in Veneto region and of Italian context (some notes will be shown of European and non-European cases). Other information will be presented about Tuscany and Emilian participatory experience, as well on urbanistic experiences in Veneto. The conclusion regards the opportunity to introduce regulatory measures at local level that should adopt a "technology for decision-making processes" as toolkits for participation on regional development plans and/or adoption of a regional participation Law.
