This contribution examines the evolution of Italian Metropolitan Cities, focusing on their role in European cohesion policy and the National Recovery and Resilience Plan (NRRP). During the 2014-2020 programming period, Metropolitan Cities had a limited role in European programs; nevertheless, they actively sought to participate. The new 2021-2027 programming, particularly the NRRP, assigns a more central role to Metropolitan Cities, especially through the Piani urbani integrati (PUIS). However, significant differences emerge among Metropolitan Cities in managing PUIS. The paper reflects on the challenges during the implementation of PUIS, emphasising the necessity for a metropolitan spatial strategy that promotes integrated actions.
