The paper deals with the absorptive capacity of the main Italian Communes in the field of ICT. The latter, when fully mastered, can allow Communes to carry out three functions and at the same time to satisfy three main users of communal services: i) the tourist, providing cultural and artistic information about the city, and at the same time a service to the local business and the cultural community; ii) the citizen, delegating his power of management of public institutions of the polis and as such ‘requiring’ information on the life and decisions of these institutions; iii) the user (i.e. citizens and economic operators) of several real services, produced mostly in a monopolistic manner by communal organisations. The empirical evidence shows that the situation is very mediocre in all three services investigated, apart from some remarkable exceptions of the Communes of the Emilia-Romagna region. The main reasons are organisational inefficiencies and rigid and bureaucratic labour organisation, which make institutions very little receptive of both the stimulus and the needs from citizens and users, and technological opportunities coming from the context.
