In spite of planning policies, contemporary regional transformations are frequently the outcome of agreements between private strategies and public demands, which regulate the exchanges of financial resources and political consent. Starting from a case-study of conflicts, authors argue that planning must first of all re-define roles and relations between actors, in order to design effective and concrete policies and to correctly manage cities and regions.
