This paper provides an overview of the evolution of the Italian legislation concerning the «essential levels» in Employment Services (ES), with particular focus on the innovative measures introduced by Law No. 92/2012. In this connection, according to the Author, the «Youth Guarantee» is the most important Italian action plan for the implementation of the «ES essential levels», targeted to a specific audience - young people up to the age of 29. This paper also points out that «Youth guarantee» could anticipate some key points of the next structural reform of ES.
