The essay provides a critical reflection on the criteria adopted by the Italian Strategy on Inner Peripheries for bordering them and selecting pilot areas. The methodological path, tested on Campania and Basilicata but replicable throughout the national territory, defines criteria and indicators capable of unveiling, besides the well-known dynamics of decline, the potential of inner peripheries, in order to support a better definition of future intervention areas and development strategies.
