The sociological analysis of local development needs to deal with the same theoretical problems of sociology in general. These are the micro-macro link and the search for the most effective concepts and explanatory devices to be used in empirical research. Be true as it may, the article focuses on the relationship between social networks and social institutions and it argues that a deeper integration of these two dimensions (roughly identified with two of the main approaches for the study of economy: new economic sociology and political economy) would be greatly beneficial for the analysis of local development and for economic sociology in general. After illustrating some causal mechanisms that link networks and institutions, the article offers an application of this integrated framework to the evolution of élite power structure in Turin and Milan.
