The following paper deals with a particular feature of local government within the Italian institutional system by using normal methods of economic analysis. It shows the effects of the power that regional authorities have to reduce, delay or even obstruct the results of national policies. When these policies are aimed at the liberalization of certain economic sectors, and local government can appropriate an advantageous monopolistic position, the rules protecting local identity may cause loss of collective welfare. This is with reference to enforcement powers exercised by local government in the Sicilian region.
